Capitola City Council approves participation in power feasibility study

CAPITOLA — The Capitola City Council unanimously approved the city’s participation in a regional feasibility study on a possible Community Choice Aggregation (CCA) program in partnership with the city and county of Santa Cruz and other local governments.

CCA allows local governments to purchase and generate power to sell to residential and business customers.

Energy transmission, distribution, repair and customer service would remain the responsibility of PG&E.

AB 117, signed into law in 2002, makes it easier for CCAs to be viable, as it assumes that all utility customers within the CCA’s boundaries will be CCA customers, whereas before, customers would have to opt-in to the service.

Customers who do not want to participate would be able to go back to their traditional energy supplier — in this case, PG&E.

CCA benefits may include increased consumption of power from renewable sources, cutting greenhouse gasses, decreased power costs to consumers over time and opportunities for economic development and job creation.
