WATSONVILLE — The Watsonville City Council on Tuesday will discuss a proposal to place a ballot measure on the Novemeber ballot that would increase a monthly fee that mobile home owners
pay.
The fee would be used to help the city sock away funds to fight any potential costly litigation challenging the Mobile Home Rent Stabilization Ordinance (MHRSO).
According to a report from Assistant City Manager Marcela Tavantzis, litigation trends have shown that cities with rent stabilization ordinances are not fiscally prepared for the costs associated with defending those challenges. It has been recommended by mobile-home advocates that Watsonville increase its monthly administrative fee to be better fiscally prepared to face potential litigation on the issue.
Mobile home parks, new ownership and rent control ordinances have been the subject of much fighting and costly litigation in recent years.
