Watsonville City Council to consider traffic calming device

WATSONVILLE — The Watsonville City Council on Tuesday will consider a proposal to place a traffic-calming circle, otherwise known as a rotary or roundabout, at Pennsylvania Drive and Clifford Avenue, possibly spurring debates by wary residents who remember a similar failed plan four years ago.

In July 2009, the council approved 4-3 a plan to place a calming circle — designed to slow the flow of traffic along busy streets — in the center of the 100 block of Holm Road.

The plan, which cost the city $10,000, angered residents, who said the circles did little to slow traffic, caused congestion and made traffic conditions more dangerous. Residents also called the circle an eyesore.

About a month after it was installed, the council approved on a 6-1 vote a plan to remove the circle, prompted in part by a petition signed by nearly 150 people.

Traffic calming circles were also to be installed at the intersections of Arthur Road and Hammer Drive, Blackburn and J streets, Clifford Avenue and Hammer Drive, and Hushbeck and McKenzie streets. Citing the community opposition and the removal of the first circle, however, city leaders indefinitely postponed those plans.
